Dubai has approved the allocation of 1.46 million square meters of land for the development of 17,080 affordable housing units, aligning with the emirate’s Affordable Housing Policy. This initiative aims to provide high-quality, cost-effective living spaces while fostering economic growth and vibrant communities.
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, has endorsed a series of policies to enhance housing accessibility, improve education outcomes, and support independent legal professionals.
A City for Everyone
Sheikh Hamdan emphasized Dubai’s commitment to offering diverse housing options that cater to skilled professionals and families. The initiative is designed to strengthen community cohesion, create employment opportunities, and ensure residents across all income levels have access to quality living spaces and essential services.
Strategic Development Locations
The first phase of the project will focus on six key sites:
- Al Mueisim 1
- Al Twar 1
- Al Qusais Industrial 5
- Al Leyan 1
These areas will feature thoughtfully designed residential units at affordable rental rates, integrated with essential infrastructure and public services.
Cross-Sector Collaboration
The project will be overseen by the Supreme Committee for Urban Planning and implemented in coordination with multiple government entities, including:
- Dubai Land Department
- Dubai Municipality
- Roads and Transport Authority
- General Directorate for Identity and Foreigners Affairs – Dubai
- Dubai Civil Defence
- Dubai Real Estate Corporation

In addition to housing initiatives, Sheikh Hamdan approved the Independent Legal Consultant Project, a flexible licensing model allowing Emiratis to practice legal consultancy independently, without the need for a physical office.
